Here is another idea. McMaster-Carr sells HDPE tubing the sizes that we need are available so you cut a short (1"-2" ) length of tubing place the punch inside and the shell outside and press away.

BTW Cindy after trimming the end of the tube I made using the o rings  it had less than .05 mm variation in wall thickness I am not sure why you would need better than that,
